Planning and Development

NEW DRAFT LAND USE BYLAW

The Town has recently completed a new draft of the Land Use Bylaw. The Land Use Bylaw is a major tool for regulating the development within the Town and as such, it is important that it be as up to date as possible. This includes reflecting current trends and opportunities, best use practices, and encouraging sustainability in any areas we can. We hope that the final document will be more user friendly and should be easier to administer and ensure it meets the goals and objectives of the Town’s planning documents.

A Public Hearing regarding the proposed Bylaw will be held on Monday, August 23, 2010 at 5:30 p.m. in the Council Chambers of the Town Office.

All persons in favour or opposed to the Bylaw will have the opportunity to be heard. If you are unable to attend personally, written submissions must be submitted to the Municipal Office no later than 4:00 p.m. on the day of the hearing.

  Intermunicipal Development Plan

PUBLIC OPEN HOUSE

Red Deer County and the Town of Sylvan Lake have prepared a draft Intermunicipal Development Plan (IDP) and invite interested members of both communities to participate in a public open house. This draft plan addresses land in and around the Town of Sylvan Lake and will serve as a tool for coordinating future land uses and development between the two municipalities. Once adopted by both Councils, the Intermunicipal Development Plan will form part of the regulations for how private and public lands are used and developed for the foreseeable future.

As part of the plan development process, Red Deer County and the Town of Sylvan Lake are hosting a drop-in, open house. The primary objectives of the open house are to:

  • Explain the contents of the draft plan; and
  • Provide public opportunity for comment on the draft plan;

The Municipal Development Plan


The Sylvan Lake Municipal Development Plan is the primary long range planning document for the Town of Sylvan Lake. It outlines the goals, objectives and planning philosophy for the Community's future. All future plans, policies and guidelines must conform to the policies and objectives contained within the Plan.

Sylvan Lake Land Use Bylaw


The Land Use Bylaw controls the use of all land within the Town of Sylvan Lake and serves as an important tool for the implementing of the policies of the Sylvan Lake Municipal Development Plan, Area Redevelopment Plans, and Area Structure Plans.

The Land Use Bylaw designates the Town into a series of land use districts. Each District:

• Lists permitted and discretionary uses and development rules for each land use in the district;
• Sets out the procedures for processing, deciding and appealing development permits and;
• Sets out the procedures for processing and deciding on a change of land use (redesignation or rezoning).

Non Statutory Structures

Each land use district or zone has "permitted" and "discretionary" uses. Permitted uses that meet:
• Minimum required yard set backs
• Parcel coverage
• Parking requirements
• Height requirements
• And other requirements noted in the district
will receive direct approval.

Discretionary uses within individual districts will be referred to the Municipal Planning Commission and will be evaluated based on their merit and impact on the district.

The Municipal Planning Commission is comprised of four Town Councillors, and three members of the general public and meets on the first and third Monday of every month.

Sylvan Lake Pattern Book


The Sylvan Lake Pattern Book has been commissioned by the Town of Sylvan Lake as a follow up to the Waterfront ARP (View PDF Bylaw 1382, Waterfront Redevelopment Plan) This document is meant to provide developers and designers a resource and guide for the architectural authenticity envisioned for the Waterfront ARP area.

Tourist Home Forms & Info.


Town of Sylvan Lake Council adopted Tourist Home Bylaw #1359/2005. All property owners within the Town of Sylvan Lake that wish to operate a Tourist Home must obtain approval for the use as per the Bylaw. If you are a Tourist Home operator please ensure that you initiate the process for approval and obtain licensing prior to the use of your property as a Tourist Home. Approval may take up to two months.

Failure to obtain a business license will result in the Town in taking action as prescribed under Part Two of the Land Use Bylaw 1307/2003.
