PLEASE NOTE: Council highlights are not official meeting minutes. They are a summary of decisions and information from a Regular Council meeting. The meeting minutes are presented for adoption at the next Regular Council meeting.

PROCLAMATIONS

  • Deputy Mayor Jas Payne proclaims the week of April 27-May 3, to be Volunteer Week in the Town of Sylvan Lake
  • Deputy Mayor Jas Payne proclaims May 15, 2025, to be Moose Hide Campaign Day in the Town of Sylvan Lake

POLICY REPEAL

  • Council repeals the Operating Surplus Allocation Policy F-003-013

FIRST READING

  • Council grants first reading to Bylaw 1920/2025, being a bylaw to amend the Town’s Land Use Bylaw to add Commercial School as a Discretionary Use within the Medium Density Residential District (R2) on Lot 11, Block 8, Plan 242 0906; sets April 28, 2025, at 6:00PM in Council Chambers as the date, time and place for the public hearing on Bylaw 1920/2025

LIBRARY BOARD

  • Council appoints Mariah Dutton, Susan Samson, Corinne Pauluk and Jessica McMurran to the Sylvan Lake Municipal Library Board for a term to expire October 31, 2027

PAY PARKING

  • Council instructs staff to explore paid parking on 50 Ave and Pogadl Park

TENDER AWARDS

  • Council awards the Swimming Pool Filter Tank Replacement Project to Automated Aquatics Canada LTD of Edmonton, Alberta for the amount not exceeding $747,884.00 excluding GST
  • Council awards the tender for the 2025 Roadway Rehabilitation Program to Border Paving Limited of Red Deer, Alberta, for an amount not to exceed $222,000, including $40,000 contingency and excluding the GST

BUDGET

  • Council amends the 2025 Budget by updating operating and capital projects to include carryovers from prior years and reallocating the budget to CP2408 for $160,000.00

  • Council directs administration to communicate to the public that assessment numbers have changed the discussion around the budget and further more that administration communicate preferred Option 1 to the public as well as all six options in Report AIR-1125; and further that Council table the decision on Report AIR-1125 to the Regular Meeting of April 14, 2025

PLANNING AND DEVELOPMENT

  • Council approves the request to release the developer’s obligation to the identified social care sites in the Sixty West and Crestview neighbourhoods

  • Council approves the Secondary Suite Loan Program and authorizes Administration to begin implementing the program; and pprove the Secondary Suite Loan Program Management Agreement as presented in AIR-1118; and approves an initial grant to the Homes For Sylvan Foundation from the Town in the amount of $170,000 funded by the Housing Accelerator Fund dollars received to date from CMHC to support the Secondary Suite Loan Program

E-SCOOTERS

  • Council approves Administrations' request to execute the 2025-2027 operator agreement with Neuron Mobility to provide e-scooter services in Sylvan Lake
