Project Status Reports
Council accepted first quarter project status reports from Public Works and Parks & Protective Services, as information.
CORPORATE SERVICES
Fees and Charges Bylaw
Council granted First Reading to Bylaw 1833/2021 authorizing the Fees and Charges Bylaw as outlined in Report AIR-430.
Omnibus Amending Bylaw
Council granted First Reading to Bylaw 1835/2021 authorizing the Omnibus Amending Bylaw as outlined in Report AIR-431.
Second Quarter Financials
Council accepted the Second Quarter Financial reports for the period ending June 30th, 2021 as presented in Report AIR-442.
Second Quarter Concerns and Requests
Council accepted the 2021 second quarter Public Concerns and Requests as presented in Report AIR-441, as information.
Direction from Council
Council directed Administration to lobby the Federal government to provide funding to directly or indirectly reduce the financial burden of increasing RCMP costs.
Council directed Administration to request the AUMA to lobby the Provincial government for more funding for municipalities to deal with the effects of the ongoing Covid Pandemic.
Council directed Administration to write a letter to Minister McIver outlining the financial challenges facing municipalities caused by increasing RCMP costs and the ongoing Covid Pandemic.
PARKS & PROTECTIVE SERVICES
Responsible Animal Ownership Bylaw
Council approved Report AIR-449, granting First Reading of the Responsible Animal Ownership Bylaw 1826/2021, as presented.
Request to Award Tenders
Council approved Report AIR-446 to award the tender for CP1718 Pogadl Sports Park Spray Park and Playground Siteworks to Delta Valley Landscaping and Lawn Service for an amount not to exceed $410,201.45, exclusive of the GST.
Council approved Report AIR-447 to award the tender for CP1718 Pogadl Sports Park Road Works Phase 1 to Central City Asphalt Ltd., for an amount not to exceed $790,000, exclusive of the GST.
PLANNING & DEVELOPMENT
Appointment of Development Officer
Council appointed Trina Lamanes as a Development Officer under Section 3.1.1 of the Town’s Land Use Bylaw 1695/2015, as presented in Report AIR-440.
Waterford Station Outline Plan
Council approved The Waterford Station Outline Plan amendments in accordance with Report AIR-448.
PUBLIC WORKS
Offsite Levy Bylaw
Council granted First Reading to Bylaw 1836/2021, as presented in Report AIR-437 and set August 23, 2021, 6:00 PM in the Council Chambers for a Public Hearing on Bylaw 1836/2021 as presented in Report AIR-437.
Centennial Park After-Hours Parking
Council directed Administration to install parking and entry restriction signage that is in effect nightly from 10:00 PM to 8:00 AM in the Centennial Park South Parking Lot and that staff periodically monitor the effect of the signage as specified in Report AIR-443.
RECREATION, CULTURE, AND TOURISM
Family Picnic & Fall Fest Beer Gardens
Council approved the Family Picnic & Fall Fest Beer Gardens, as presented by the Sylvan Lake & District Lion’s Club as outlined in Report AIR-445.
Indigenous Mural Project
Administration recommended that Council approves the report as presented with the art being installed in Option A and Council approved redirecting the funds from OP1815 – MGB Art to the Indigenous Mural Project as outlined in Report AIR-444.
Quarterly Report
Council accepted the Recreation, Culture & Tourism Quarterly Report as information.
CORRESPONDENCE & INFORMATION ITEMS
Sylvan Lake Municipal Library Financial Auditor
Council approved the request from the Sylvan Lake Municipal Library to appoint RSM Alberta LLP as auditor of its annual finances for 2021-2023.
Pride Week
Mayor McIntyre proclaimed August 8 - 14, 2021 as Pride Week in the Town of Sylvan Lake, with the intent of honouring and respecting all people, regardless of their gender identity or sexual orientation, to recognize their differences and uniqueness, and to promote and build community through education and understanding.
Neighbour Day
Mayor McIntyre proclaimed August 21 to be the Town of Sylvan Lake’s Neighbour day to recognize and celebrate our neighbours, to create a sense of community and connectedness where neighbours know one another, feel safe, and continue to the help one another during the COVID-19 global pandemic.
