ADMINISTRATION

Digital Conferencing for Council Meetings
Council directed Administration to bring forward a report on video conferencing ability solutions with terms and circumstances for use of these technologies.

CORPORATE SERVICES

COVID-19 Tax & Utility Payment Deferral & Penalty Charges (New Addition)
Council carried a motion to allow utility customers to defer payments and not to be charged penalties on all utility accounts until August 31, 2020, and not turn off any accounts for non-payment. The shortfall in the 2020 budget will come from utility reserves. 

Council also carried a motion to allow for property tax account holders to defer payments and not pay penalties on arrears amounts for current year taxes in August and September of this year, and the shortfall in the 2020 budget due to this initiative come from unrestricted surplus (reserves).

PLANNING AND DEVELOPMENT

Bylaw 1804/2020 Subdivision Authority Bylaw Amendment
Council granted Second and Third Reading to Bylaw 1804/2020, being a Bylaw to amend the Town’s Subdivision Authority Bylaw 1727/2017, as requested.

Proposed Development Application Development Permit 009-2020 Tourist Home
Council approved the Development Permit for a Tourist Home, subject to conditions.

Proposed Development Permit 020-2020SP Free-Standing Sign
Council directed Administration to request more information from the applicant and discuss a possible upgrade to the proposed sign.

Proposed Intermunicipal Collaborative Framework (ICF) with Summer Villages of Norglenwold and Jarvis Bay
Council directed Administration to obtain further information on inclusion of the Sylvan Lake Municipal Library Board, FCSS, and Transportation in the Framework.

Development Permit 109-2019 Deck and Addition
Council approved the Development Permit for a deck and addition, subject to conditions.

PUBLIC WORKS

Proposed Pedestrian Crossing Control Policy
Council approved the Pedestrian Crossing Policy, as presented.

Bylaw 1805/2020 to amend the Water and Sewer Bylaw
Council granted First Reading to Water and Sewer Bylaw 1805/2020, as presented, repealed Bylaw 1795/2019 and all its amendments, and further, set April 27, 2020 at 6:00 PM in Council Chambers as the date, time, and place for the Public Hearing on Bylaw 1805/2020.

Parkland Airshed Management Zone Membership (PAMZ)
Council defeated a motion for membership in the Parkland Airshed Management Zone organization, as presented.
