BUSINESS ARISING FROM MINUTES 

Fogdog Energy
Council directed Administration to enter into a “letter of intent” to negotiate the terms and conditions of a contract with Fogdog Energy to construct a No Landfill Disposal Facility in Sylvan Lake, and that Council is to have the final approval on whether the proposal is to proceed.

That contract must include, but is not limited to the following framework:

  • Fogdog Energy provides the processing plant and operates the facility;
  • Fogdog Energy pays the Town of Sylvan Lake a lease for the land at market value;
  • The Town develops the site for use, at the Town’s expense;
  • The Town and Fogdog Energy negotiates a tippage rate that is not to exceed $100 per tonne;
  • The Town commits to provide Fogdog Energy with all suitable waste within its control, but with no minimum waste volumes required to be provided by the Town;
  • That the refinery for converting fluff is not located at the Waste Transfer Site;
  • That the contract term is of ten years with a termination clause and a mutually agreed upon option to renew;
  • Fogdog Energy will carry the appropriate insurance coverage;
  • Fogdog Energy will arrange for a site visit by Town Administration if desired, at the Town’s expense, of a similar facility using the same technology as that proposed wherever that may be.  The site visit is to include contact with pertinent government officials and operations management;
  • Fogdog Energy will comply with all regulatory requirements, including federal, provincial and municipal acts, regulations and bylaws.

COMMUNITY SERVICES

Community Social Master Plan Update
Council accepted the Community Social Master Plan Update as information. 

PUBLIC WORKS

Green Box Collection
Council approved a budget adjustment to fund the extension of the Green Box Collection Program for a period not to exceed 9 months at a cost not to exceed $270,000 with funding provided by the solid waste reserve, and if necessary, the balance funded from the operating contingency reserve.

Development Process and Design Guidelines
Council accepted all updates, and adopted the 2018 Development Process and Design Guidelines. 

ADMINISTRATION

 Procedure Bylaw

Council gave second and third reading to Procedure Bylaw 1752/2018. 

Draft Council Strategic Plan
Council approved the Draft 2018 – 20121 Strategic Plan for public review and comment. 


FINANCE 

North Water Reservoir Borrowing Bylaw
Council gave second and third reading to Borrowing Bylaw 1753/2018.

2017 Fiscal Year End Unaudited Financial Reports
Council accepted the 2017 unaudited year-end financial reports as information.

CORRESPONDENCE AND INFORMATION ITEMS 

Mayor’s Proclamation
Mayor Sean McIntyre proclaimed April 15 to April 21, 2018, as National Volunteer Week.

Veterans Voice of Canada, Flag Sponsorship
Council once again sponsored five flags for the Veterans Voice of Canada, Flags of Remembrance ceremony. 

Medicine Lodge Ski Hill – Letter of Support
Council moved to provide a letter of support for Medicine Lodge Ski Hill, to aid in their quest to secure a grant through the Community Facilities Enhancement Program.
