Municipal Enforcement Annual Report
Council accepted the 2017 Municipal Enforcement Annual Report, as information.

NexSource Centre Concessions Contract
Council approved the Town of Sylvan Lake’s Recreation and Culture Department to operate the DNA Plumbing Concession at the NexSource Centre beginning between March 30th and April 3rd, 2018.

Council also approved the allocation of $17,650 from the Recreation Administration Operating Reserve for the concession start-up funding.

Plans for Administration to take over the concession came after the Sylvan Lake Minor Hockey Association indicated it will no longer operate the concession as of the end of March 2018. 

PUBLIC WORKS

2018 Lagoon Biosolid Removal-Desludging Contract Award
The 2018 Sewage Lagoon Biosolid Removal/Desludging contract consisting of Cells 1 and 3 be awarded to Dairyland Agro Supply Ltd. of Saskatoon, Saskatchewan for an amount not to exceed $450,000 including contingencies, but excluding GST.

New Water Reservoir
Council approved a budget adjustment of $3.5 million for the construction of a new water reservoir.

The plans for a new water reservoir commenced in 2015, and the new reservoir will ensure potable drinking water for the Town up to a population of 30,000. See FINANCE item: North Water Reservoir Borrowing Bylaw for more information.

Environmental Rebate Policy
Council approved the replacement of the “Water Conservation Policy” with the new “Environmental Rebate Policy, as presented.

This new policy includes our previous Low Flush Toilet Rebate Program, and our Rain Barrel Rebate Program, as well as includes our new to 2018 Composter Rebate Program.

This policy does not affect our Mandatory Seasonal Water Conservation Program, within our Water and Sewer Bylaw.

Short-Term Wastewater Treatment Solution, Contract Award
Council authorized the Chief Administrative Officer, at her discretion, to negotiate a pilot project contract award with 1770888 Ontario Inc. (Bishop Water), of Renfrew, Ontario for an amount not to exceed $250,000, which includes contingencies, but excludes GST.

Upon successful completion of the pilot project, and at the discretion of the Chief Administrative Officer, Council authorized Administration to precede with the provisional full-scale project contract items by 1770888 Ontario Inc. (Bishop Water).

ADMINISTRATION

Parental Leave for Councillors Bylaw
Council granted second and third reading to Bylaw 1750/2018, Parental Leave for Councillors, as presented, making our municipality one of the first in Alberta to do so.

Council and Committee Code of Conduct Policy
Council rescinded the Council and Committee Code of Conduct Policy.

Project Work Plans
Council accepted the Sylvan Lake Park Landscape Upgrades (previous provincial park) Project Plan and the Pogadl Park Preliminary Design and Outline Plan Project Plan, as information. Projects of this nature are available at sylvanlake.ca/TownProjects

FINANCE

Utility Account Write-Offs
Council approved the write-off of $1,039.95 (net) in utility accounts to bad debts as included in the attached listing (see Council Agenda for February 26, 2018)

Public Requests and Concerns Report – January to December 2017
Council accepted the 2017 Public Requests and Concerns Report as information.

North Water Reservoir Borrowing Bylaw
Council granted first reading to Borrowing Bylaw 1753/2018.

Council also directed Administration to submit an application to the Provincial Government for funding under the Alberta Municipal Water/Wastewater Partnership Grant Program for the new North Water Reservoir.

Construction of the reservoir is set to commence in May 2018.
