Council Highlights: April 28, 2025

PLEASE NOTE: Council highlights are not official meeting minutes. They are a summary of decisions and information from a Regular Council meeting. The meeting minutes are presented for adoption at the next Regular Council meeting.

PROCLAMATIONS

  • Mayor Hanson proclaims May 11th – 17th, 2025 to be Economic Development Week in the Town of Sylvan Lake

LAND USE AMENDMENT

  • Council grants first reading to amend Land Use Bylaw 1695/2015; and sets May 26, 2025, at 6:00 pm in Council Chambers of the Municipal Government Building as the date, time and place for the public hearing on Bylaw 1925/2025
  • Council grants Second and Third Reading to Bylaw 1920/2025, being a bylaw to amend the Town’s Land Use Bylaw to add Commercial School as a Discretionary Use within the Medium Density Residential District (R2) on Lot 11, Block 8, Plan 242 0906
  • Council approves the request to waive the Land Use Bylaw Application fee and direct Administration to provide a refund in the amount of $1000.00 to the applicant

POLICY APPROVAL 

  • Council approves proposed policy L-001-002D Policies, Procedures and Directives with noted changes as described in report AIR-1153. This was tabled for further discussion at the May 12, 2025 Regular Meeting of Council

PROPERTY TAXES

  • Council gives Second and Third reading to Bylaw 1921/2025 establishing the 2025 property tax rates

FEES AND CHARGES

  • Council gives Second and Third Reading of the Fees and Charges Bylaw 

FINANCIAL STATEMENTS

  • Council approvse the 2024 Audited Financial Statements as presented by RSM Canada LLP 

HAF UPDATE

  • Council approves the revised Housing Accelerator Action Plan and First Annual Progress Report

AWARDING TENDER

  • Council directs Administration to award the design services contract for the intersection upgrade at 50 Street and Memorial Trail, along with the preliminary design of 50 Street from Memorial Trail to Pelican Place, to ISL Engineering and Land Services of Calgary in an amount not to exceed $200,000.00, excluding GST

TOURISM DEVELOPMENT COMMITTEE MEMBERS

  • Council appoints Susan Cossi and Muriel Pritchard as Tourism Partner, Voting Members to the Tourism Development Committee for a term to expire October 2027

PROCEDURE BYLAW

  • Council approves Second and Third Reading to amending Bylaw 1923-2025, being an amendment to Procedure Bylaw as ammended

COMMITTEE OF THE HOLE TIME CHANGE 

  • Council changes the start time of the May 7th, 2025, Committee of the Whole Meeting to 4:30 PM

NOTICE OF MOTION 

Mayor Hanson puts forth a motion to request that Sylvan Lake specific budget information be shared with Council within 72 hours following the annual Provincial Budget Announcement. This request aims to enhance our understanding of how the budget changes will impact our community.

The information provided should cover the following topics:

  • Specific funding changes from the province to the Municipality compared to previous years.
  • Areas of disappointment
  • Areas of excitement
  • Areas of caution that should be brought to the Council’s attention
