Tourism Marketing Strategy
Council accepted and adopted the 2019 Tourism Marketing Strategy, as presented.

PUBLIC WORKS

Waste Bylaw Amendment
Council granted First Reading to Bylaw 1797/2019, as presented, and set January 13, 2020 at 6:00 PM in Council Chambers of the Municipal Government Building as the date, time, and place for the Public Hearing.

Water and Sewer Bylaw
Council granted First Reading to Bylaw 1795/2019, as presented, and set January 27, 2020 at 6:00 PM in Council Chambers of the Municipal Government Building as the date, time, and place for the Public Hearing.

Council also repealed Bylaw 1692/2015 and all its amendments.

FINANCE

Grant in Lieu of taxes – Vantage Community Services
Council approved an operating grant to Vantage Community Services Society, equal to the property taxes on the property held and used each year, for a three-year period commencing in 2020 and expiring in 2022.

Further to that, the operating grant will be paid annually upon receipt of all information request by the Town of Sylvan Lake verifying the operations and non-profit status of the Vantage Community Services Society. The information is to be provided to the Town prior to November 30 of each year, in order to receive the operating grant, the following year.

Grant in Lieu of Property Taxes – Incline Industries
Council approved an operating grant to Incline Industries, equal to the property taxes prorated based on the amount of space leased in the facility at 4425 - 50 Street and 50% of the adjacent parking lot at 4427 - 50 Street, for a three-year period commencing in 2020 and expiring in 2022.

Further to that, the operating grant will be paid annually upon receipt of all information requested by the Town of Sylvan Lake, verifying the operations and non-profit status of Incline Industries. The information is to be provided prior to November 30 each year in order to receive the operating grant for the following year.

2020 – 2022 Financial Plan, Approval for Circulation to the Public
Council approved the circulation of the proposed 2020 - 2022 Financial Plan to the public for input, with final adoption of the 2020 - 2022 Financial Plan and the 2020 Operating and Capital Budgets scheduled for January 13, 2020 Regular Council Meeting.

Council set the date of Tuesday, December 10, 2019 from 10:00 AM – 7:00 PM, at the Municipal Government Building for the Public Open House session on the proposed 2020 - 2022 Financial Plan.

2020 Interim Budget
Council approved an interim operating budget for 2020 in accordance with Section 242 of the MGA for $5 million.
