ADMINISTRATION
Council Strategic Priority Plan
Council adopted the 2020-2021 Strategic Priority Plan, as presented.
Municipal Stimulus Program
Council approved the list of Red Tape Reduction initiatives, as presented, and directed Administration to submit the Red Tape Reduction Report Template to the Province.
Project Work Plans
Council reviewed and accepted a number of project work plans from the Economic Development Department.
Fourth Quarter Project Status Reports
Council reviewed and approved Q4 Project Status Reports from both Parks and Protective Services, and Public Works, as information.
CORPORATE SERVICES
Property Tax Bylaw
Council granted Second and Third Reading to Bylaw 1810/2020, authorizing tax penalties and the monthly payment of property taxes as outlined.
Community Guide Programming Changes
Council accepted the report as information.
2021 Budget Approval for Circulation to the Public
Council approved the circulation of the proposed 2021-2023 Financial Plan to the public for input with final adoption of the 2021 Operating and Capital Budgets and 10 Year Capital Plan scheduled for February 22nd, 2021 Regular Council Meeting as outlined.
Public Auction Reserve Bids
Council set the reserve bid for the properties scheduled for public auction as noted in Report AIR-336, as follows:
- 5228-50th Avenue, $225,220; 53 Northstar Drive, $163,440;
Council set the date and conditions of sale as follows:
- February 12th, 2021 at 10:00 a.m. at the Municipal Government Building with payment due in cash, bank draft or certified cheque and 10% due at time of auction with the balance due within 30 days of the date of public auction. GST may be applicable.
PEOPLE SERVICES
Council Remuneration Citizen Committee Recommendation
Council adopted recommendations as put forth from the Council Remuneration Citizen Committee as defined in Report AIR-326, namely:
- Per Diem Rates will remain in place will remain at the same rate for the next 4 years, until the next Committee can review;
- No changes to the Benefit Package;
- Current status of the Mayor being part-time should remain as is;
- Related to special benefits, the Committee felt that there were no changes required here.
PLANNING AND DEVELOPMENT
Development Permit 219-2020, Change in use to Mixed-Use Development
Council defeated a motion to approve Development Permit 219-2020 for a change in use to Mixed-Use to accommodate a commercial and residential (57 unit) development located at 5027 Lakeshore Drive (Lots 7-9, Block A, Plan 5569 KS).
Sylvan Lake Intermunicipal Development Plan (IDP)
Council granted Third Reading to proposed Bylaw 1801/2020, being a Bylaw to adopt the Sylvan Lake Intermunicipal Development Plan, as requested.
PUBLIC WORKS
Tender for 50th Avenue, Phase 2 – 38th Street to 45th Street
Council awarded the contract for 50 Avenue Phase 2 between 38th Street to 45th Street to Pidherney’s of Blackfalds for $4,010,384 not including contingency and GST as presented.
Council Reallocated $1,070,000 from the 2021 Storm Water Maintenance Program to fund 50th Avenue Phase 2 as presented.
Council Reallocated $214,000 from Lagoon Biosolid Removal (OP1835) to fund 50th Avenue Phase 2 as presented.
Council reallocate $223,000 from the 2020 Water Maintenance Program (CP2038) to fund 50th Avenue Phase 2 as presented.
Council reallocate $500,000 from the 2021 Water Maintenance Program to fund 50th Avenue Phase 2 as presented.
CORRESPONDENCE
Council carried a motion to provide a letter of support for Central Alberta Youth, as requested.
Council carried a motion to support the 2021 Census and encourage all residents to complete their Census questionnaire online at www.census.gc.ca Accurate and complete Census data supports programs and services that benefit our community.
