PLANNING AND DEVELOPMENT

Sign Permit – Waterfront Direct Control
Council approved a sign permit for an illuminated fascia sign located at #140 - 5003 Lakeshore Drive with the condition that the signs shall be in accordance with the approved signage elevations as submitted; any changes shall require a separate development permit application.

Sign Permit, Relaxation – Waterfront Direct Control
Council defeated a motion to approve a sign permit for a relaxation from the maximum windo coverage from 0.58 m2 to 1.94 m2 (100%) for four window signs, and from 0.44 m2 to 1.42 m2 (100%) to two door window signs located at #140 – 5003 Lakeshore Drive.
 

Bylaw 1748/2018 to amend the Land Use Bylaw
Council granted first reading to proposed Bylaw 1748/2018 and referred the Bylaw to the Municipal Planning Commission for comment.

Council set February 12, 2018 at 6:00 PM in Council Chambers as the date, time, and place for a Public Hearing on the subject.

Part 17 of the Municipal Government Act (MGA), which concerns Planning and Development, has recently been amended by the Province. As a result, there are a number of corresponding changes required to the Town's Land Use Bylaw (LUB). Staff are also recommending other amendments, where through the regular use of the LUB, staff notes any issues or concerns with regulations or interpretation of the Bylaw and records them for review and possible amendment. 

COMMUNITY SERVICES 

Community Services Fee Bylaw
Council approved Second and Third Reading of the Community Services Fee Bylaw 1723/2016 – Schedule A, as presented.

Changes include:

  • Reduced rates for 6-month and annual memberships to the NexSource Centre;
  • NexSource Centre renewal discounts for annual memberships;
  • Discounts towards NexSource Centre 'party packages' for annual members;
  • Addition of rates for: Child Minding, Day Camps, Various special events details;
  • Various rate changes for rentable entities, including all recreation facilities (ball diamonds, soccer/football fields, etc.); and
  • Removal of league fees (soccer/football/baseball).

Visitor Pay Parking
Council approved the purchase of six pay terminals from Cale Systems Inc. for an amount not to exceed $60,000 including delivery and installation, with the funds to come from CP 1710 Project.

Council approved the expenditure for software licensing and set up for new pay terminals and for changes to the Visitor Pay Parking Program not to exceed $8,500 with the funds to come from CP 1710 project.

Council approved changes to the Visitor Pay Parking Program to include all commercial/industrial property owners in the Visitor Pay Parking Program to receive four parking “passes” per property.

PUBLIC WORKS

Bylaw 1746/2017 Water and Sewer Bylaw
Council granted Second and Third Reading to Bylaw 1746/2017 to amend the Water and Sewer Bylaw.

Increases include:

Water flat rate increase: $3/month
Wastewater flat rate increase: $2/month
Wastewater collection rate increase: $1.30/cubic meter

ADMINISTRATION

Project Status Reports 
After reviewing project status reports, Council approved the following project deadline extensions:

  • 50 Avenue Reconstruction extended to December 2018;
  • 48 Avenue Reconstruction extended to October 2018;
  • Cobb’s Block Sanitary and Water Main Replacement extended to December 2018;

Council accepted all other project status reports as information.

Project Work Plans
After reviewing project work plans, Council delayed construction of 50A Street, from 50A Avenue to Lakeshore Drive, until the completion of the Sustainable Waterfront Area Redevelopment Plan, and extended the deadline for project CP 1725 “Sanitary Main Upgrades, along Ryders Ridge Boulevard”, until December 2018. 

Council accepted all remaining project work plans from Public Works, as information.

Council accepted project work plans from Economic Development, as information.


Central Alberta Tourism Alliance – Year End Report
Council accepted the Central Alberta Tourism Alliance (CATA) – Year End Report, as information.


Code of Conduct Bylaw 1749/2018
Council granted First Reading to the Code of Conduct Bylaw, as presented.

FINANCE 

2018-2020 Financial Plan
Council approved the Town of Sylvan Lake’s 2018 Operating Budget of $34,500, 766.

Council approved the Town of Sylvan Lake’s 2018 Capital Budget of $15,641,000.

Council adopted the Town of Sylvan Lake’s 2019 and 2020 Financial Budget Plans. 

Council adopted the 2018 – 2027, Ten Year Capital Plan.

Council adopted the organizational service levels as presented during the 2018 Budget Deliberations.

Municipal Land Transaction 
Council directed Administration to accept the January 6, 2018 offer to purchase property described as Plan 2642AS, Block 10, Lots 13 and 14, at a price of $450,000 plus GST (Former Seniors Centre).
