Council Highlights: June 10, 2025

PLEASE NOTE: Council highlights are not official meeting minutes. They are a summary of decisions and information from a Regular Council meeting. The meeting minutes are presented for adoption at the next Regular Council meeting.

PROCLAMATIONS

  • Mayor Hanson proclaims the following for the Town of Sylvan Lake:
    • June 14, 2025 to be Lemonade Day
    • June 15, 2025 to be World Elder Abuse Awareness Day
    • June 21, 2025 to be National Indigenous People's Day

LAND USE BYLAW

  • Council grants first reading to Bylaw 1927/2025, being a bylaw to amend the Town's Land Use Bylaw and sets July 8, 2025, at 5:00 PM in the Council Chambers of the Municipal Government Building as the date, time and place for the public hearing

PROCEDURE BYLAW

  • Council approves First Reading to amending Bylaw 1929-2025, being an amendment to Procedure Bylaw 1886-2023

POGADL PARK UPDATES

  • Council directs administration to proceed with Phase 4 of Pogadl Park development including development of Parking Lot 3, synthetic Turf Field, four Pickle Ball Courts, and the Operations Yard without the building for an estimated cost of $7,400,000. This also includes the development of two grass Soccer fields, contingent on grant funding to cover the cost estimated at $918,000.

NEW ARENA FLOOR COVERING

  • Council awards the Arena Floor Covering Project to OmniSport Inc. for the amount not exceeding $180,000 excluding GST.

LIBRARY BOARD CHANGES

  • Council replaces Councillor Jas Payne on the Sylvan Lake Library Board and appoints Mayor Megan Hanson as the Town of Sylvan Lake representative for a term to begin on June 13, 2025, and end on October 27, 2025 and;
  • Council replaces Councillor Jas Payne on the Parkland Regional Library Board and appoints Mayor Megan Hanson as the Town of Sylvan Lake representative for a term to begin on June 13, 2025, and end on October 27, 2025 and;
  • Council replaces Councillor Teresa Rilling on the Parkland Regional Library Board and appoints Councillor Ian Oostindie as the alternate representative for the Town of Sylvan for a term to begin on June 13, 2025, and end on October 27, 2025

PAVEMENT PATCHING CONTRACT

  • Council awards the tender for the 2025 Roadway Pavement Patching Services Program to Border Paving Limited of Red Deer, Alberta, for an amount not to exceed $300,000, excluding the GST

MORE LAND USE BYLAW CHANGES

  • Council grants First Reading to Bylaw 1928/2025, being a bylaw to amend the Town’s Land Use Bylaw 1695/2015 to amend the definition of restaurant and drinking establishment, as requested in AIR-1187 and sets July 8, 2025 at 5:00 pm in the Council Chambers of the Municipalit Government Building as the date, time, and place for the Public Hearing on Bylaw 1928/2025

47 AVENUE UPGRADES

  • Council awards the contract for the 47 Avenue Upgrades and Traffic Signals to Border Paving Ltd of Red Deer for $ 2,616,673.48 excluding contingency and GST and
  • Council approves reallocation of $ 673,896.50 from Road Capital Reserves to CP2401 47 Ave Upgrades and;
  • Council approves a budget adjustment to CP2401 47 Ave Upgrades to $3,390,000

ADDITIONAL BUSINESS

  • Council approves the 2024 Housing Needs Assessment, as presented
