BUSINESS ARISING
Charcoal Barbecue Use within Town Parks
Council approved the restriction of charcoal barbecues from all Town parks and directed administration to make the necessary amendments to Fire Bylaw 1584/2011 to be presented at the May 27, 2019 Regular Council meeting;
Council also approved an operating budget of $5,000 for the purchase/installation of signage and for additional monitoring and enforcement, with the funds to come from the Parks Capital Reserve.
PLANNING AND DEVELOPMENT
Appointment of Development Authority
Council appointed Michelle Dollmaier and Tamara Wallace to Development Authority as per the requirement of Section 3.1.1 of Land Use Bylaw 1695/2015, and instructed staff to create a bylaw which would allow for such appointment authority to be delegated to the CAO.
Development Permit 29-2019, Application for Tourist Home at 4420 50A Avenue
Council approved a Development Permit 29-2019 to operate a Tourist Home located at 4420 50A Avenue (Lot 15, Block 5, Plan 2643AS) subject to conditions.
Bylaw 1784/2019 to Amend Pedicab and Quadracycle Bylaw
Council granted 1st, 2nd, and 3rd Reading to Bylaw 1784/2019 to amend Pedicab and Quadracycle Bylaw 1689/2015.

Municipal Enforcement Annual Report
Council accepts the 2019 - 2020 Municipal Enforcement Strategic Priorities and Annual Report as information.
PUBLIC WORKS
Herder Drive and Highway 20 Intersection Improvement
Council rescinded the motion of November 14, 2017, “THAT Council approves proceeding with detailed design and construction of intersection improvements recommended by CIMA+, including the installation of permanent delineation between pedestrians and vehicular traffic on Cuendet Industrial Way between Highway 20 and Beju Industrial Trail”;
Council directed Administration to proceed with detailed design and construction of intersection improvements recommended by CIMA+ including closing the inside eastbound receiving land on the east side of the intersection and re-designating the lane configuration for eastbound motorists on the west side of the intersection.
Award Contract | Northeast Gateway Water Main Services
Council directed Town Administration to award and negotiate the design services contract to ISL Engineering and Land Services Ltd of Edmonton, Alberta for the Northeast Gateway Water Supply Main project at a cost not to exceed $200,000, excluding GST.
Award Contract | North Municipal Water Reservoir and Pump House
Council amended the budget for the North Municipal Water Reservoir (CP1515) to $11,4000,000, with the funding come from the utility and offsite capital reserves;
Council awarded the tender contract for the construction of the north municipal water reservoir and pump house to Alpha Construction Inc. for an amount not to exceed $9,396,997, excluding GST.
Lease and Sales, Subdivision and Option to Re-Purchase Agreements

Council accepted the report on Lease and Sales, Subdivision and Option to Re-Purchase Agreements with Sylvan Lake Regional Waste Water Commission for the Regional Lift Station & Equalization Ponds at the Town’s Wastewater Lagoons, as information.
Adjustment Request | Water Meter Program
Council approved a budget adjustment of $50,000 from the Utility Reserve to fund the hiring of a full-time meter reader in 2019.
Council approved a budget adjustment from Utility Reserve to fund the 2019 water meter replacement and software/equipment upgrade for a total amount of $200,000.
