PLANNING AND DEVELOPMENT 

Development Permit – 3921 Lakeshore Drive, Waterfront Direct Control District
Council approved Development Permit #187-2018 to demolish an existing residence and shed at 3921 Lakeshore Drive, as presented, subject to terms and conditions.

Development Permit – 4607 Lakeshore Drive, Waterfront Direct Control District
Council Tabled Development #191-2018, for use of the building as a restaurant, and accessory uses (outdoor commercial patios), of a 38.4m2 (413.3 ft2) ground floor patio addition and a 36.0 m2(387.5 fts) addition to the existing rooftop patio to the building located at 4607 Lakeshore Drive.

Development Permit – 45044 50 Street, Waterfront Direct Control District
Council Denied Development Permit #167-2018SP for a relaxation from the maximum window coverage from 0.44 m2to 1.44 m2 (100%) for three storefront windows located at 5044 Lakeshore Drive.

COMMUNITY SERVICES

Barbecue and Tent Use Within Town Parks 
Council directed Administration to prepare a report on the issues surrounding charcoal barbecues, and the evidence thereof, so that Council can make an informed decision on charcoal barbecues at Sylvan Lake Park.

Council also directed Administration to prepare a report with a consolidated vision for Sylvan Lake Park. 

ADMINISTRATION

Project Status Reports
After reviewing project status reports, Council approved the following project deadline extensions:

  • Storage Cell Bio Solid Removal;
  • Pogadl Park Preliminary Design and Outline Plan;

Council accepted all other project status reports as information. 

FINANCE

Parkland Regional Library Budget Approval Request 
Council approved the Parkland Regional Library System Budget for the 2019 fiscal year at $8.25 per capital and advise the PRL Board in writing prior to November 1, 2018.

Sylvan Lake Municipal Library Budget Approval Request
Council directed the 2019 Operating Grant of $411,000, requested by the Sylvan Lake Municipal Library, be deferred to the 2019 Town of Sylvan Lake budget process.

Debt Limit Policy
Council approved the Debt Limit Policy, as presented. 

The policy is to set the maximum amount of debt used to finance operations and infrastructure projects by the Town of Sylvan Lake to 70% of the approved limit set by Alberta Regulation. 

Franchise Fee Revenue Allocation Policy
Council adopted the Franchise Fee Revenue Allocation Policy, as presented. 

The policy sets out a plan that by 2027, the Town will ensure annual Franchise Fee revenue will be allocated to reserves and capital projects. 

CORRESPONDENCE 

Council approved joining with AUMA, in communicating to the Province of Alberta, our response to the Municipal Cannabis Transition Program, announced October 15th, 2018
