PLEASE NOTE: Council highlights are not official meeting minutes. They are a summary of decisions and information from a Regular Council meeting. The meeting minutes are presented for adoption at the next Regular Council meeting.

 

Proclamations

  • Mayor Hanson proclaims September 30, 2025 to be National Day for Truth and Reconciliation in the Town of Sylvan Lake
  • Mayor Hanson proclaims October 9, 2025 to be Depression Screening Day in the Town of Sylvan Lake

 

Consent Agenda

  • The September 9, 2025 Regular Meeting of Council Meeting Minutes approved as presented
  • The September 16, 2025 Committee of the Whole Meeting Minutes be approved as presented
  • Council grants first reading to Bylaw 1935/2025, being a bylaw to amend the Town’s Land Use Bylaw to re-designate NW 32-38-1 W5, and sets October 14, 2025, at 4:00 PM in Council Chambers as the date, time and place for the public hearing on Bylaw 1935/2025
  • Council grants first reading to Bylaw 1936/2025, being a bylaw to amend the South Area Structure Plan Bylaw 1426/2007; and sets October 14, 2025 at 4:00 pm, in Council Chambers of the Municipal Government Building as the date, time and place for the public hearing on Bylaw 1936/2025
  • Council grants first reading to Bylaws 1937/2025, being a bylaw to amend the Land Use Bylaw 1695/2015 to re-designate a portion of NE 20-38-1 W5; and sets October 14, 2025 at 4:00 PM, in Council Chambers of the Municipal Government Building as the date, time and place for the public hearing on Bylaw 1937/2025

 

Public Hearing

  • Calvin Symington presents information in regards to Public Hearing for Bylaw 1934-2025. There were two written submissions regarding Bylaw 1934-2025
  • Mayor Hanson called for all speakers in support of the Bylaw. Teresa Borrowman spoke.
  • Mayor Hanson called for all speakers opposed of the Bylaw. There were none.
  • Mayor Hanson called for any speakers affected by the proposed bylaw. There were none.
  • Mayor Hanson declared the Public Hearing closed and cautioned that Council would receive no verbal or written statements regarding the Bylaw once the Public Hearing is closed

 

Multi-Family Tax Grant Program

  • Council grants Second and Third reading to Bylaw 1934/2025, being a bylaw to amend the Town’s Land Use Bylaw to re-designate Lot 1, Block 1, Plan 112 3383 and Council approves the discontinuation of the Multi-Family Tax Grant Program as of October 7, 2025

 

Neighbourhood and Roadway Naming

  • Council approves the Neighbourhood and Roadway Naming Policy as presented with amendments

 

Propsed Golf Cart Bylaw

  • Council moves that Section 11 be amended to remove the exception of October 31st from the Golf Cart Pilot Project Bylaw (DEFEATED)
  • Council moves that Section 2. F) be amended to read Night shall mean the hours between 1/2 hour after sunset to 1/2 hour prior to sunrise (DEFEATED)
  • Council moves to include in Schedule A, 47th Avenue from 50th Street to Thevenaz Industrial Trail as an exemption
  • Council approves second reading of Pilot Project (Golf Cart) Bylaw 1931-2025 as presented and as amended

 

Other Motions

  • Council approves the Financial Reserve Policy
  • Council reallocate s$1.3 million from unrestricted surplus to the Corporate Capital Reserve as part of restricted surplus

 

Bid Awarded

  • Council directs Administration to award the design and construction-related services contract for the Additional Raw Water Wells and Mains (South Reservoir and Additional Wells) project to ISL Engineering and Land Services of Calgary in an amount not to exceed $500,000.00 excluding GST

 

Policy Changes for Administration

  • Council rescinds the Re-Employment of Retirees Policy to be replaced by the Employment of LAPP Pensioners Administrative Directive.
  • Council approves HR Policy H-002-001B Hours of Work, OT, Statutory Holidays, and Flexible Work Schedules Policy as presented and rescinds HR Policy H002-002 Compressed Time policy

 

Other News

  • Council accepts the 2025 Strategic Plan Final Progress Report as information

 

Beach Ambassador Program

  • Council directs Administration to explore options for a reimagined Beach Ambassador Program to be considered through the upcoming budget cycle. The program would be designed to: Partner with the Sylvan Lake Volunteer Centre to direct community involvement to the program; and enhance positive public interactions while increasing service levels on the waterfront. Administration is requested to bring forward a report with program options, potential costs, and partnership opportunities for Council’s considerations
