Alberta Recycling Collection Site Award of Excellence
Council accepted the report, the Alberta Recycling Collection Site Award of Excellence, as information.
PLANNING AND DEVELOPMENT
Amendment to Land Use Bylaw – re-designate parts of Tripp Lands
Council granted second reading to proposed Bylaw 1773/2018 to amend the Town’s Land Use to re-designate parts of the SE 31-38-1-W5M (Grayhawk).
Cannabis Retail Sales Use Application – 5044 50 Street, Direct Control
Council approved Development Permit 152-2018 to allow an additional use of cannabis retail sales, located at 5044 50 Street subject to the list of conditions:
- The development permit is not valid until the coming into force of the Cannabis Act (Canada).
- The development permit is not valid until the issuance of a cannabis license under the Gaming, Liquor and Cannabis Act (Alberta) for the premises.
- The use shall not emit nuisances including, but not limited to, odour, noise and light that may have a negative impact to adjacent sites surrounding the area.
- No outdoor storage or outdoor display areas shall be allowed on the site.
- It is prohibited to have cannabis products, accessories or any other cannabis related item or material visible from the exterior of the premises.
- The applicant ensuring:
- Compliance with all Federal, Provincial and Municipal Statutes, Regulations and Codes;
- Compliance with the Town’s Land Use Bylaw 1695/2015;
- Compliance with the Town’s Water & Sewer Bylaw.
- The applicant maintains a valid Town of Sylvan Lake Business License.
- Any intensification or change in use of the property will require a new development application.
- Any signage may require a separate development application.
Development Permit – Façade Improvement for 5043 – 50 Street
Council approved Development Permit 186-2018 for façade improvements to the existing building at 5043 – 50 Street, subject to terms and conditions.
Town of Sylvan Lake – Red Deer County Intermunicipal Collaborative Framework
Council granted third reading to Bylaw 1768/2018, being a bylaw for the purpose of adopting the Town of Sylvan Lake – Red Deer County Intermunicipal Collaborative Framework.
COMMUNITY SERVICES
Cannabis Consumption Bylaw
Council granted third reading to the Cannabis Consumption Bylaw, as presented, with the Bylaw to come into effect on October 17, 2018.
PUBLIC WORKS
Bylaw 1772/2018 – Waste Bylaw Amendment
Council granted second and third reading to Waste Bylaw 1722/2018, as amended. The amendment is to recognize the new automated recycling program.
ADMINISTRATION
Façade Improvement Program – Grant Request, 5016 – 50 Street
Council awarded a Façade Improvement Program grant of $15,000 to C. Sereda, property owner of 5016 – 50 Street.
FINANCE
Fortis Electrical Franchise Fee Review
Council approved the electrical distribution system franchise fee rate of 15% with Fortis Alberta for 2019.
ATCO Gas Franchise Fee Review
Council approved the natural gas franchise fee rate with ATCO Gas to increase to 27% for 2019.
PROCLAMATION
Mayor Sean McIntyre proclaimed October 7 to 13, 2018, as Fire Prevention Week throughout the Town of Sylvan Lake.
