Council accepted the report on Business Resiliency Survey results, as presented, as information.

Sylvan Lake Municipal Library Bylaw
Council granted Second Reading to the Sylvan Lake Municipal Library Bylaw.

CORPORATE SERVICES

2020 Property Tax Bylaw
Council granted second and third reading to Bylaw 1810/2020, establishing the 2020 property tax rates.

2020 First Quarter Concerns and Requests
Council accepted the 2020 First Quarter Public Concerns and Requests report, as information.

PARKS & PROTECTIVE SERVICES

Centennial Park Playground – Additional Information/Request to Award Tender
Council defeated a motion to approve to award for tender CP 2001 – Centennial Park Playground, to Canadian Recreation Solutions, in the amount of $250,000.

Council directed Administration to re-tender the project for $350,000 as a destination playground with the additional $100,000 coming from paid parking revenue or other capital projects, as identified by Council.

RCMP Multi-year Financial Plan
Council accepted the RCMP multi-year Financial Plan, with the amendments to the request for additional Regular Members, changed to 2023 – 2024, and 2025 – 2026 fiscal years.

Proposed Bylaw 1808/2020 to amend the Town of Sylvan Lake’s Land Use Bylaw
Council granted second and third reading to amend the Town’s Land Use Bylaw, as presented.

PUBLIC WORKS

Request to Award Tender for 50A Street Modernization
Council awarded the contract for the Modernization of 50A Street to Border Paving for $1,573,169.49 including a 5% contingency, as presented.

Council reallocated $162,962.50 from CP2038 to CP1703 50A Street Modernization, as presented.

Request to Award Tender for Pavement Patching and Overlay Services 2020
Council awarded the 2020 Pavement Patching and Overlay Services Tender to Border Paving of Red Deer, for an amount not to exceed $320,000 excluding GST, as presented.

Council awarded the Lakeshore Drive Pavement Resurfacing Project to Border Paving of Red Deer, for an amount not to exceed $310,000 excluding GST, as presented.

Request to Award Contract for 53 Street Modernization
Council directed Administration to award the 53 Street Modernization construction contract to Border Paving of Red Deer, in an amount of $3,176,624.25, excluding GST, as presented. 

Council reallocated $500,000 from CP 2038 to 53 Street Modernization CP 1904, as presented. 

Council reallocated $210,000 from CP 2020, to 53 Street Modernization CP 1904, as presented.

Council reallocated $133,535 from CP 2019 to 53 Street Modernization CP 1904, as presented.

Request to Award Tender for CP 1729, Traffic Signals at 46 Street and 47 Avenue
Council awarded the contract for the Traffic Signals at 46 Street and 47 Avenue to HighLine Electrical Constructors for an amount not to exceed $195,523.33 excluding GST, as presented.

Council reallocated $48,640 from CP 2025 Street Rehabilitation, to CP 1729, as presented.

CP 1852 Hunter Road Rehabilitation
Council awarded the contract for the Rehabilitation of Hunter Road CP 1852, to Carbon Earthwork Limited, for $1,060,968.70, including a 10% contingency, as presented. 

Council reallocated $440,000 from CP 2025 Street Rehabilitation Program, to CP 1852 Hunter Road Rehabilitation, as presented.

Council reallocated $212,934 from CP 2019 Stormwater Replacement to CP 1852, Hunter Road Rehabilitation, as presented.

Council reallocated $122,122.70 from Utility Reserve to CP 1852 Hunter Road Rehabilitation, as presented.

CORRESPONDENCE ITEMS

Council directed Administration to approve the request from the Chamber of Commerce for rent relief for the length of time that the building has been closed to the public, due to the COVID-19 pandemic.

Mayor Sean McIntyre proclaimed June 15, 2020 as World Elder Abuse Awareness Day in Sylvan Lake, Alberta.

Mayor Sean McIntyre proclaimed the week of June 1 – 7, 2020, to be Senior’s Week in Sylvan Lake, Alberta.
