2019 Business Satisfaction Survey
Council accepted the Business Satisfaction Survey Report as presented, as information.
Highlights of the Report, as presented by the Sylvan Lake Chamber of Commerce:
- 82% of businesses surveyed were satisfied or very satisfied doing business in Sylvan Lake
- The top three provincial and local challenges:

- Labour Costs

- Cost of business space
- Competition
- Policies and procedures
- Locally:
- When asked about their hiring intentions for 2020, 26.6% of businesses said they would be hiring.
- 69% of businesses said they procure goods and services from other businesses in Sylvan Lake, so there is an opportunity there for some business to business relationships to be built.
- Worth noting is that businesses are very satisfied now with the business license process, which is a positive change from the last survey.
Amendment to Chief Administrative Officer Bylaw
Council granted First Reading to Bylaw 1800/2020, the Chief Administrative Bylaw.
2020 Project Work Plans
Council reviewed and approved a number of 2020 Project Work Plans, including, but not limited to:
- Investment Attraction Strategy
- Pogadl Park Sanitary Main Extension, and Pogadl Park Water Main Extension
- 60 Street & Memorial Trail Intersection Upgrade
- 60 Street & Highway 11 Intersection Upgrade
- 48 Avenue Redevelopment; from 46 Street to 43 Street
CORPORATE SERVICES
Utility Account Write-offs
Council approved the write off of utility accounts, totaling $2,599.93, as outlined in the Report.
PARKS & PROTECTIVE SERVICES
Municipal Emergency Management Bylaw
Council granted First Reading to proposed Bylaw 1798/2020, Municipal Emergency Management, as presented.
PEOPLE SERVICES
FCSS Information and Referral Overview
Council accepted the FCSS Information and Referral Overview Report, as information.
PLANNING AND DEVELOPMENT
Sylvan Lake Intermunicipal Development Plan | Bylaw 1801/2020
Council granted First Reading to Bylaw 1801/2020, being a Bylaw to adopt the Sylvan Lake Intermunicipal Development Plan.
Council set March 28, 2020 at 1:30 PM at the NexSource Centre (4823 – 49 Avenue), as the date, time, and place for the Special Council Meeting to hold the Public Hearing on Bylaw 1801/2020.

RECREATION CULTURE AND TOURISM
SMART – Ammonia Transfer System
Council approved the purchase of the SMART Ammonia Transfer System in the amount of $216,000 plus GST from CIMCO Refrigeration.
Council also approved the transfer of $166,000 from the Recreation Administration Capital Reserve Fund towards the cost.
Alberta Health Services Request
Council upheld the fees set by the Community Services Fee Bylaw.
CORRESPONDENCE
Council carried a motion to support being a signatory on a joint letter to the Government of Alberta, requesting additional crown prosecutors for Red Deer and region, as proposed by the City of Alberta.
