PLANNING AND DEVELOPMENT 

The Vista at Ryder’s Ridge | Proposed Street Names
Council approved the proposed street names for the Vista at Ryder’s Ridge neighborhood, as shown on Attachment #1, as presented.

The developer, Melcor, has chosen the following new names for the remaining streets in the neighbourhood: Victoria Avenue, Vine Close, Vienna Court, Virtue Pointe, Vista Court, Verde Place, Vaughn Gate, Violet Bay, Vandurme Link, Vail Bay and Vincent Gate.

Of the names proposed, four are included on the list of historically significant names given by the Sylvan Lake & District Archives. The remaining names were selected by the developer, and were chosen based on ease of pronunciation and fit with the other street names in the area. 

Status of Intermunicipal Collaborative Framework
Council accepted Report AIR-137, as information on the current status of the Town’s Intermunicipal Collaborative Framework.

Commercial Land Use Study
Council approved the Commercial Land Use Study, as presented. 

Bylaw 1799/2020, Safety Codes Services Fee
Council granted First Reading to Bylaw 1799/2020, being a Bylaw to repeal and replace the Town’s Safety Codes Services Fee Bylaw 1678/2015, as presented.

Sylvan Lake Intermunicipal Development Plan (IDP) Extension
Council accepted the report as information and requested staff ensure that the Town’s endorsement is included in the letter addressed to the Minister for Municipal Affairs on behalf of the partner municipalities, requesting an extension until June 30th, 2020 to complete the Sylvan Lake IDP, as outlined in Report AIR-153.

COMMUNITY SERVICES

Visitor Pay Parking, 2019 Year End
Council accepted report AIR-149, the Visitor Pay Parking 2019 Year-end Report, as information.

In summary, the unseasonably cool, wet summer affected the gross revenues generated by the program, however expenses were also down so the net revenue generated for 2019 was on budget at $144,758.

Administration is also working on a mobile app available as another avenue for accepting payment for parking sessions.

Ticket Forgiveness during Snow Clearing
Council accepted the report as information, thus maintaining the current service level of tagging and towing vehicles that remain on streets during snow removal, with an increased awareness and notification campaign to residents.

PUBLIC WORKS

Water and Sewer Bylaw 1795/2019
Council granted Second and Third Reading to Bylaw 1795/2019, as presented.

Bylaw 1795/2019 has been revised in order to improve clarity and equality to our customers.

Following are the main changes in water section of the Bylaw:

  • Design and Engineering Requirements for Service Connections. (Schedule A Part II Section 5)
  • Requirement to Connect to Water System to Town’s water network as per Provincial Legislation. (Schedule B Part I Section 2)

Following are the main changes in sanitary section of the Bylaw:

  • Terms and conditions for the residential and commercial/industrial sanitary discharge into Towns wastewater system. (Schedule C)
  • Pre-treatment requirements for commercial, industrial and institutional customers. (Schedule C Section 8)
  • Requirement to connect to Sanitary System to Town’s sanitary network as per Provincial Legislation. (Schedule C Section 3)

The proposed rate structure provides a uniform rate to both residential and non-residential customers. Uniform rate is necessary to charge all the customers equally for the amount of water consumed. The rates can be found in Schedule D in the attached proposed bylaw 1795/2019

This Bylaw takes effect three months after being approved by Council to ensure that all the required processes between all departments are in place. It also provides us an opportunity to educate our individual teams on the approved Bylaw and explain these new processes and bylaw requirements. We will also require communication material to be printed in order to help guide customers to questions they may have on the bylaw and create pamphlets for operations staff to hand out as required.

Contract Award for Sanitary Sewer Main Rehabilitation
Council directed Administration to award the Sanitary Sewer Main Rehabilitation contract to Insituform Technologies Ltd. of Edmonton, AB, in an amount not to exceed $260,000, as presented.

No Landfill Disposal Facility | Information Update
Council received the No Landfill Disposal Facility Information Update Report, as presented.

ADMINISTRATION

Sylvan Lake Chamber of Commerce Lease Agreement
Council approved the Sylvan Lake Chamber of Commerce’s request to extend their current lease agreement for a period of two (2) years;

AND THAT Point Ten (10) of the new Lease Agreement be amended from the original agreement to read, “a two (2) year additional lease option can be negotiated six (6) months in advance and would include a 2% cost of living increase to the established lease rental rate each year:”

AND FURTHER THAT the “Basic Terms Point 1c” from page one (1) of the new lease agreement, be amended from the original agreement to reflect the basic rent, as outlined in Part 2 of this motion, as presented in report AIR-141.

Project Status Reports | 2019 Q4
Council accepted a number of Project Status Reports from both Recreation, Culture and Tourism, and Public Works, as presented.

Council merged the budget of CP 1909, into CP 1703 (50A Street Modernization).

FINANCE 

Request for Grant in Lieu of Property Taxes – Central Alberta Youth Unlimited
Council approved an operating grant equal to 20% of the property taxes for the building space leased by Central Alberta Youth Unlimited at 4425 - 50Street for a 3-year period, commencing in 2020 and expiring in the 2022 fiscal year.  This operating grant is to be paid annually, upon receipt of all information requested by the Town of Sylvan Lake, verifying the operations and non-profit status of Central Alberta Youth Unlimited. The information is to be provided prior to November 30th each year, in order to receive the operating grant for the following year.

Victim Services in Sylvan Lake
Council directed Administration to inform the Alberta Justice and Solicitor General that the Town of Sylvan Lake respectfully requests the Victim Services Program remain a provincially-delivered service;

AND THAT, Council request that the Alberta Justice and Solicitor General demonstrate how the provincially-mandated Victim Services Program will be delivered so as to not impact current RCMP resources delivering essential policing services within the Town of Sylvan Lake.

Organizational Structure
Council adopted the Organizational Structure, as presented with Attachment 1, which will be part of the CAO Bylaw when revised; and that Council directs Administration to amend the 2020 Operating Budget to a maximum of $70,000 to accommodate this reorganization, with required funds to be taken from the Operating Contingency Reserve.
