Council accepted the Sylvan Lake Social Master Plan Report Card, as information.

Sylvan Lake Stormwater Master Plan
Council accepted and adopted the 2019 Stormwater Master Plan, as presented.
ADMINISTRATION
Project Status Reports | Third Quarter
Council reviewed Third Quarter Status Reports from Community Services, Public Works, and accepted as information, with the following extension approvals:
- Council granted an extension of time to December 31, 2020 for the completion of Operating Project 1835 – Lagoon Bio Solid Removal.
- Council granted an extension of time to December 31, 2020 for the completion of Capital Project 1729 – 46 Street & 47 Avenue Traffic Signals.
- Council granted an extension of time to December 31, 2020 for the completion of Capital Project 1817 – 30 Street Lift Station.
- Council granted an extension of time to December 31, 2024 for the completion of Capital Project 1803 – 50 Avenue Repaving | 50 Street to Westview Drive.
- Council granted an extension of time to December 31, 2020 for the completion of Capital Project 1852 – Hunter Road Rehabilitation.
- Council granted an extension of time to December 31, 2022 for the completion of Capital Project 1906 – Cottage Area Modernization.
- Council granted an extension of time to December 31, 2024 for the completion of Capital Project 1603 – 50 Avenue Reconstruction.
- Council granted an extension of time to December 31, 2020 for the completion of Capital Project 1926 – Storm Sewer Lift Station.
FINANCE
Request for Cancellation of Tax Penalties
Council directed Administration to advise the property owner that Council does not support the cancellation of tax penalties, as requested, on Tax Roll #0037500, as presented.
Shallow Gas Tax Relief Initiative
Pursuant to Section 347 of the Municipal Government Act, for all properties identified in the appendix – Summary of Property Tax Relief, attached to and forming part of the Council minutes, Council authorized the:
- Cancellation and/or refund of the 2019 property taxes paid or owing so as to reduce by 35 percent property taxes levied as per Section 353(2) of the Municipal Government Act, which includes municipal property taxes, requisitions detailed in Section 326(1)(a) and 359(1)(2), as well as special taxes levied under Section 382(1) where the tax rate is based on the assessment.
- Cancellation and/or refund of tax penalties associated with the 2019 property taxes levied as per Section 353(2) of the Municipal Government Act as presented.
Parkland Regional Library Budget Approval
Council deferred a decision to approve the Parkland Regional Library (PRL) budget, as requested, until such time as the Sylvan Lake Municipal Library Budget Report can be presented to Council with the PRL Report, so that decisions on both budgets can be discussed and decided at the same time.
ATCO Gas Franchise Fee
Council defeated a motion to approve the natural gas franchise fee rate with ATCO Gas at 30% for the 2020 fiscal year.
Fortis Electrical Franchise Fee
Council accepted a report regarding a change to the electrical system franchise fee rate with Fortis Alberta for the 2020 fiscal year, as information.
CORRESPONDENCE
Lifesaving Society Lifejacket Loaner Station Program
Council directed Administration to bring forward a report on the Lifesaving Society’s request to have a Lifejacket Loaner Station in Sylvan Lake.
Sylvan Lake & District Victim Services Board Governance Training Request
Council directed Administration to respond to the Victim Services request for reduction of rate at the NexSource Centre outlining that we have a policy in respect to facility rentals and we endeavor to maintain and uphold this policy.
Central Alberta Trails Society
Council directed Administration to continue support for the Central Alberta Trails Society by paying the municipal membership fee of $100.00 for 2020.
Proclamation | Family Violence Prevention Month
Mayor Sean McIntyre proclaimed the month of November, 2019, as Family Violence Prevention Month in the Town of Sylvan Lake, Alberta.
Requests from Council
Council directed Administration to bring forward a report on public skating times at the NexSource Centre.
Council requested Administration bring forward a report to a Committee of the Whole Meeting on parking options at Leader Field.
