Grading and Drainage Concerns at The Vista
Council accepted the report, concerning drainage and grading concerns at The Vista, as information.
PLANNING AND DEVELOPMENT
Bylaw 1787/2019 Municipal Development Plan Amendment
Council granted Second and Third Reading to Bylaw 1787/2019, being a Bylaw to amend the Town’s Municipal Development Plan, Bylaw 1653/014.
This amendment is being brought forward to ensure transparency between the MDP and future planning and zoning occurring as part of the Pogadl Park development.
Bylaw 1789/2019 Land Use Bylaw Amendment
Council granted Second and Third Reading to Bylaw 1789/2019, being a Bylaw to amend the Town’s Land Use Bylaw 1695/2015 to re-designate part of the SE 28-38-1-W5.
The bylaw re-designates land within “The Vistas” development from Future Designation District (FD) to the following land use districts:
- Narrow Lot General Residential District (R5)
- Narrow Lot Duplex Residential District (R5A)
- Neighbourhood Shopping Centre District (CNS)
Bylaw 1791/2019 Iron Gate Land Use Re-designation
Council First Reading to Bylaw 1791/2019 to amend Land Use Bylaw 1695/2015;
Council referred the Bylaw to the Municipal Planning Commission for comment, and set September 23, 2019 at 6:00 PM in Council Chambers as the date, time and place of the public hearing on Bylaw 1791/2019.
Bylaw 1792/2019 Land Use Bylaw Amendment
Council granted First Reading to Bylaw 1792/2019, being a Bylaw to amend the Town’s Land Use Bylaw 1695/2015 to re-designate part of the NE 19-38-1-W5.
Council also set September 11, 2019 at 3:30 PM in Council Chambers of the Municipal Government Building as the date, time and place for the public hearing on Bylaw 1792/2019.
PUBLIC WORKS
Fogdog Energy Solutions Inc. Request to Amend Master Services Agreement
Council approved amendment number one to the Master Services Agreement between Fogdog Energy Solutions Incorporated and the Town of Sylvan Lake regarding the operation of a no landfill disposal facility in Sylvan Lake.
The Town continues to support the proposed “no landfill facility”, as an innovative, safe, and sustainable waste management solutions.
- The first amendment requires that the Town of Sylvan Lake guarantees a minimum monthly waste tippage payment of $30,000 – equivalent to 300 tonnes of waste based on a tippage rate of $100 per tonne. The Town, on average, generates 447.5 tonnes of waste monthly.
- A second amendment requires the Town to consent to any potential future sales of the company to a third party.

ADMINISTRATION
Customer Centric Plan Development
Council approved the initiation of a project to outline a high level process for the development of the Service Excellence plan, as identified in the 2019 Strategic Plan update.
Council approved a budget adjustment of $10,000, funded from Operating Contingency Reserve, to initiate Phase 1 of this project;
Council approved a sole source assignment to Patwell Consulting from Victoria, BC to perform the works contained in Phase 1.
