BUSINESS ARISING FROM THE MINUTES
Private Use of Town Green Spaces for Business Activities
Council directed Administration to utilize the fee structure identified in Mobile Vending Business & Busking Bylaw 1732/2017, and develop guidelines regarding the private use of Town green space, both for profit and not-for-profit businesses, to be presented at the May 28th, 2018 Regular Meeting of Council.
PLANNING AND DEVELOPMENT
Façade Improvement Program Grant Request
Council directed Administration to re-engage the landowner and continue the Façade Improvement Program application process, provided the project meets all requirements and the project is completed by the end of 2018;
AND THAT should the project receive grant approval by Council, project funding of up to $15,000 would be allocated from operating contingency reserves to this project.
Amend Land Use Bylaw Definitions and Regulations for Cannabis Retail Sales
Council granted First Reading to proposed Bylaw 1759/2018 and referred the bylaw to the Municipal Planning Commission for comment.
Council set June 11, 2018 at 6:00 PM in Council Chambers as the date, time, and place for the Public Hearing for Bylaw 1759/2018.
Bylaw 1761/2018 to amend the Mobile Vending and Busking Bylaw
Council granted first reading to proposed Bylaw 1761/2018 to amend the Mobile Vending and Busking Bylaw 1702/2016 to include the Light Industrial District and the Heavy Industrial District.
AND THAT Schedule B and C be amended to include additional locations for recreational vending.
Council granted First Reading to proposed Bylaw 1761/2018 to amend the Mobile Vending Business and Busking Bylaw 1702/2016 to include the Light Industrial District and the Heavy Industrial District, amending the above noted motion by removing, “ AND THAT Schedule B and C be amended to include additional locations for recreation vending.”

Amendment to Business License Bylaw
Council granted First Reading to proposed Bylaw 1762/2018 to amend the Business Licensing Bylaw 1702/2016 to include the Light Industrial District and the Heavy Industrial District.
Amendment to Land Use Bylaw 1763/2018, Marina Bay District – Public Utility Lot
Council granted First Reading to proposed Bylaw 1763/2018, being a Bylaw to amend the Town’s Land Use Bylaw 1695/2015.

Sylvan Lake Intermunicipal Development Plan Terms of Reference & Appointment
Council appointed Mayor McIntyre, with Councillor Mearns as the alternate member, to the IDP Steering Committee, and endorsed its Terms of Reference and Request for Proposals.
Climate Resilience Express Action Plan
Council accepted as information, the Climate Resilience Express Action Plan, dated March 2018.
Appointment of Designated Officer
Council appointed Karen Watson as a Designated Officer in accordance with Section 542 of the Municipal Government Act (MGA) and Section 6.2.1 of the Town of Sylvan Lake’s Land Use Bylaw.
COMMUNITY SERVICES
Centrefield Music Festival Request to Reschedule
Council approved of the Centerfield Music Festival rescheduling of the event to June 29, 2019, and that the sponsorship/partnership agreement between Centerfield Music Festival and the Town of Sylvan Lake carryover to 2019.
Budget Adjustment for Fire Department Airbags
Council approved the allocation of $32,000 from the Fire Department Operating Reserve for the purchase of rescue air lifting bag/rescue air cushion equipment.
Smoke Free Bylaw Amendment
Council approved First Reading of the Smoke Free Bylaw 1765/2018, as presented. The amendments include updated definitions, expanded smoking restrictions in public spaces, and a proposed distance allowance for smoking from an exit or entrance from three metres to five metres.
Cannabis Consumption Bylaw
Council requested Administration bring back the Cannabis Consumption Bylaw to reflect the restrictions on the consumption of cannabis similar to the proposed restrictions on smoking in the proposed Smoke Free Bylaw 1765/2018.
NexSource Centre Lighting Upgrades
Council approved the purchase of the NexSource Centre lighting upgrade for the amount of $48,805.25;
AND THAT Council approved awarding the contract to NexSource Power Inc. and sponsorship of the Hlinka Gretzky Cup in the amount of $10,000;
AND FURTHER THAT the funding not to exceed $50,000 be taken from the Recreation Administration Operating reserve.
H.J Cody Graduation Request
Council accepted the report on the H.J Cody Graduation as information.
PUBLIC WORKS
Town Lands Lease Agreement
Council directed Administration to communicate to the Sylvan Lake Regional Wastewater Commission that the Town of Sylvan Lake will only grant permission for the SLRWWC to occupy the lands and begin construction with either a memorandum of understanding or when lease agreement is finalized.
ADMINISTRATION
Council Strategic Plan and Goals
Council adopts the 2018-2021 Council Strategic Plan and approves the Strategic Goals as presented.
Appointment of Citizen-At-Large, Sylvan Lake Lodge Foundation
Council appointed Mr. Boris Woytowich to the Sylvan Lake Foundation for a term ending in October 2018.
FINANCE
Assessment Review Board Byaw
Council granted Second and Third Reading to Bylaw 1757/2018, the Regional Assessment Review Board Bylaw.
Tax Rate Bylaw 1758/2018
Council gave First , Second and Third Reading to Bylaw 1758/2018 authorizing the 2018 Tax Rates.
Council also rescinded Bylaw 1755/2018 be rescinded with the passing of Bylaw 1758/2018.
First Quarter Financial Reports
Council accepted the First Quarter Financial Reports as information for the period ending March 31st, 2018.
CORRESPONDENCE
Mayor McIntyre declared June 3 – 9, 2018 as Seniors’ Week.
Mayor McIntyre proclaimed May 27, 2018, as Muscular Dystrophy Week in Sylvan Lake.
Council directed Administration to prepare a letter of support for the City of Spruce Grove to add our municipality’s name on a letter of support for the Trans Mountain Pipeline expansion.
