Council Highlights: June 10, 2024

PROCLAMATIONS AND PRESENTATIONS 

  • June 21, 2024, is proclaimed as National Indigenous Peoples Day, in the Town of Sylvan Lake
  • Mayor Hanson presented the Citizen of the Year awards for 2024

INFORMATION 

  • Council received the Community Centre Siding Replacement Colour Design report as information, as presented in Report AIR-947. 
  • Council received the Emergency Procurement – Protective Services Building Roof Repair Report as information, as presented in AIR-936. 

OPEN MICROPHONE 

  • Wendy DeRosa of Sylvan Lake, Alberta, member of the Water’s Edge Condominium Board, spoke to Council regarding the Easement Agreement between the Town of Sylvan Lake and the Water’s Edge Condominium
  • Julie Visser of Sylvan Lake, Alberta, spoke to Council regarding the Easement Agreement between the Town of Sylvan Lake and the Water’s Edge Condominium. She also spoke to Council regarding concerns with Neuron e-scooters
  • Mike Detharet of Sylvan Lake, Alberta, spoke to Council regarding YEDI campus in Sylvan Lake, Short-Term Accommodation Rental Program (STAR), and the Housing Accelerator Fund (HAF), AIR-COW 127127
  • Victoria Block of Sylvan Lake, Alberta, spoke to Council regarding tax assessments and materials available from the library. During the presentation, the Mayor advised Victoria Block that she was out of order. Victoria Block continued speaking and the Mayor ruled Victoria Block out of order according to Section 143 of Procedure Bylaw 1886/2023, and subsequently she was expelled from the meeting according to Section 144 of Procedure Bylaw 1886/2023.

BYLAWS 

  • Council approved First Reading of Parks Bylaw 1899-2024, as presented in AIR-957
  • Council granted First Reading to Bylaw 1898-2024, as presented in AIR-955, being a bylaw to amend Land Use Bylaw 1695-2015
  • Council granted second and third reading to proposed Bylaw 1897-2024, which amends the Town’s Land Use Bylaw to re-designate part of the SW 28-38-1-W5M
  • Council granted third Reading to Offsite Levy Bylaw 1891-2024, as presented in AIR-941 

NOTICE OF MOTION 

Councillor Dakin gave the following motion: 

  • By July 8, 2024, Administration will prepare a report and an amendment to Procedure Bylaw 1886-2023, adding recorded voting that includes the names of each councillor present, and whether each councillor voted for or against the motion or abstained in the minutes. 

PLANNING AND DEVELOPMENT 

Council approved Development Permit Application DP #132-2024 to operate a licensed commercial patio located at 2, 1 Sylvan Drive (Lot A, Plan 7920562) with a relaxation to allow the patio within a yard abutting residential uses as requested in AIR-956. The approval is subject to these conditions: 

  1. Builds the patio in accordance with the approved plans 

  1. The development complies with all Federal, Provincial, and Municipal statutes and regulations 

  1. Stores all construction materials, supplies, and equipment on the property and not on the public road 

  1. The development complies with Land Use Bylaw 1695/2015 including but not limited to the regulations for commercial patios  

  1. All outdoor lighting and speakers shall be directed inwards, away from adjoining properties and streets 

  1. Sidewalks or walkways for the passage of pedestrians around the patio are maintained in an unobstructed manner ensuring accessibility for all 

  1. Reflective hazard markers are installed at the corners of the patio enclosure and along the north side to ensure visibility and advise motorists of the obstruction 

  1. Locate the patio shall so it does not obstruct driving lanes or maneuvering space of parking stalls in the lot 

  1. When the patio is removed they repair or reinstate, or pay for repair or reinstatement, to the original condition, the parking lot and sidewalk area which is damaged, destroyed or otherwise harmed by the development of the patio on site 

  1. This permit expires on September 22, 2024

Tenders Awarded 

  • Council awarded the 2024 Pavement Patching Services tender to Border Paving Limited of Red Deer, Alberta, for an amount not to exceed $300,000, excluding the GST, as presented in Report AIR-928

Public Hearings and Delegations

  • Council set the public hearing on Bylaw 1898-2024 for July 8, 2024, at 6:00 PM, in Council Chambers of the Municipal Government Building
  • Council heard a delegation from the House of Music. Hope Callan and Megan Epp from the House of Music are seeking Council’s support in moving their current music lesson studio from 4001 Lakeshore Drive to operate in their 4719 46 Avenue location. This property was purchased in April for their Creative Arts Preschool, and renovations have already begun. House of Music Creative Arts Preschool will begin operation in this location September 2024

Public hearing on Bylaw 1897-2024 Redesignation of Land (Crestview) 

  • Administration provided background information  

  • Mayor Hanson declared the Public Hearing open at 7:12 PM 

  • There were no written submissions received prior to the meeting 

  • No speakers supporting, opposing, or affected by the Bylaw came forward 

  • Because no input was received Mayor Hanson declared the Public Hearing closed at 7:13 PM and cautioned that Council would receive no further verbal or written statements regarding the Bylaw  

Council Requests for Information 

Councillor Mearns 

  • Attended Chatting with Council on Thursday at the skate park, will forward feedback to Council
  • Lots of different conversations with kids and other community members 
  • Will circulate to Council  

Councillor Dakin 

  • Would like to see expedited or focused ideas on getting back to the House of Music as soon as possible with regard to their delegation presentation
  • (Administration will work with House of Music as to re-zoning application, confirmed by Council)
  • Reid Court fire hydrant location causes confusion as to residents and how far or close they can park from the hydrant, can the curb be painted for clarification?
  • Attended Chatting with Council with skate park and wants to see budget money spent on them
  • Looked into taxation of our homes, looks like a gross misbalance of taxes, some are grossly underpaid
  • Can we do a review of the taxation in town and review the process?

Councillor Parsons 

  • Get a report on presentation and request from CACAC by Mark Jones 

Councillor Oostindie 

  • Question about social care: are there other models that we can follow as a Town for an ability over a greater amount of time to make it possible, specifically social care, or maybe other options?
